The 33-year-old winger, who made just ten league appearances for Kilmarnock last season, will be hoping to reignite his career in the Highlands after a quiet spell in Ayrshire.
Mackay-Steven brings significant experience and flair to County, who were relegated to the Championship, after three consecutive years in the playoffs.
It was at Dundee United where the forward really began to shine, racking up over 130 appearances, 27 goals and 36 assists, becoming one of the most exciting wide players in the Premiership during his time at Tannadice.
His performances earned him a move to Celtic in 2015. He arrived at Parkhead alongside Stuart Armstrong.

Over three seasons, he helped Celtic secure three league titles and a League Cup, making 62 apperances.
He played 10 games in Brendan Rodgers’ debut season, helping the side to the invincible treble.
After leaving Celtic, Mackay-Steven had stints with Aberdeen and Hearts, as well as a venture across the Atlantic with New York City in MLS. While his career hasn’t hit the same heights since leaving Parkhead, he remains a seasoned Premiership campaigner who can still deliver moments of quality.
Ross County will be hoping Mackay-Steven’s experience and ability can provide them with a creative edge as they hope to return to the top flight.
